It's blocked by my corporate networking filter for me, in the category "Illegal downloads". So the Russian sanctions message is probably incorrect indeed.


The reason everyone in Germany has snow tires is because their use is mandatory in winter conditions, punishable by fines and points on your license.


It's the same for Canada if you choose to drive any of the mountain highways passes. The cops will fine you if they catch you without a "mountain-snowflake" graded tire.

According to the article, it was monitoring bus voltage, but I could imagine it was used to measure the current being used by the telemetry system. So if it was used as an ammeter, it would've been placed in series.
